		<description>I could not agree more.  As an amateur artist married to a photographer, this will directly and inversely affect our prospects for future clientele.  The people who need to find us generally can.  &quot;Generally&quot;  If these are the standards to which we&#039;re being held, then should not the legislators themselves be held to similar standards?  The people who need to find their legislators generally can, &lt;i&gt;but not all of them&lt;/i&gt;.  

Should they then be responsible for ensuring that all of their speeches in full are available to their constituents or possible constituents then be held accountable when they aren&#039;t?  

This &quot;Orphaned Works&quot; legislation is all about enabling some people to get something for nothing: specifically, the use of images without needing to pay for them.  Even with search engines such as Google, there is no way to copy an image into a search engine then search for an owner.  Perhaps the Copyright office should fund the creation of such an engine before going through all this trouble to cheat artists out of money for their hard work.</description>
